The Human Resource Development Council (HRDC) came into existence through the enactment of the HRDC Act No. 17 of 2013, effective on November 8, 2013. Operating in a supervisory role and serving as the government’s advisor on human resource development, the HRDC acts as a collaborative platform for the Public Sector, Private Sector, and Civil Society to collectively advance the goals of the National Human Resource Development Strategy (NHRDS).
Specifically, the HRDC undertakes the coordination of efforts from all stakeholders to analyze Botswana’s education and skills development system. This includes assessing its impact on national priorities, identifying obstacles hindering the effective execution of the NHRDS, and mutually agreeing on targeted solutions to be implemented in the short, medium, and long term. These solutions align with the strategic intent outlined in the NHRDS.
The HRDC takes charge of implementing these targeted solutions through a series of well-defined initiatives. These initiatives are coordinated, promoted, and overseen by the HRDC in collaboration with relevant stakeholders.
The establishment of the HRDC signifies the government’s recognition of the imperative to drive effective Human Resource Development (HRD). This is achieved through a process that actively involves and accommodates input from the public sector, private sector, civil society, labor, youth, educational institutions, and other key stakeholders. By treating these entities as partners, the HRDC aims to establish a robust, sector-focused HRD foundation.
