The Uganda Coffee Development Authority (UCDA) came in existence with the passing of the UCDA Bill by the National Resistance Council of 1991 and the Presidential assent to the UCDA Statute of July 12, 1991 (amended in 1994) with the mandate to oversee the coffee subsector. The authority works under the Ministry of Agriculture, Animal Industry and Fisheries and has a Board of Directors representing all coffee sector participants at the different levels of the coffee value chain as well as government (private-public-partnership-PPP). UCDA is composed of five directorates: Executive Directorate; Board Secretary’s Office & Corporate Services Directorate; Quality and Regulatory Services Directorate; Development Directorate and Strategy and Business Development Directorate.
UCDA fulfils its mandate of promoting and overseeing the development of the entire coffee industry through: supporting research; promoting production; controlling the quality and improving the marketing of coffee in order to optimize foreign exchange earnings for the country and increase farmer’s earnings. UCDA’s Vision is “Creating a sustainable coffee industry with high stakeholder value for social economic transformation’. Its mission is to promote production and marketing of coffee; support management of pests and diseases; coffee replanting; support sustainable coffee production initiatives; provide technical extension services; ensure quality improvement of coffee along the value chain; promote value addition and domestic coffee consumption as well as harmonize activities of the coffee subsector associations in line with industry goals and policies.
UCDA programmes are in line with the overall government frameworks which rotate around the following: Vision 2040, National Development Plan II (NDP II), MAAIF’s Agricultural Sector Strategic Plan (ASDP), National Export Development Strategy (NEDS), Medium Term Expenditure Framework (MTEF), Long Term Expenditure Framework (LTEF), the Medium Term Competitive Strategy (MTCS), and the National Coffee Policy & Strategy.
