Expertise France is the French international technical cooperation agency, with a status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs (MEAE) and the Ministries of Finance and Economy.

Contributing to a country’s development is not about replacing local actors. It means conducting a constructive dialogue with them in order to develop the most relevant solutions for addressing the challenges they are facing. Our operations, via a transfer of know-how between peers, aim to build the capacities of partner countries to develop and implement high-quality public policies.
Expertise France advises, trains and supports its partners by developing technical cooperation projects tailored to the regional and local context.

Our actions mainly aim to build the capacities of actors (national or local administrations, civil society or the private sector) who contribute to the smooth functioning of a democracy, adaptation to climate change, strengthening health systems, and education and vocational training for populations. Expertise France advises, trains and supports its partners by developing technical cooperation projects tailored to the regional and local context.

Understanding and meeting needs
Expertise France is an implementing agency, a field actor able to come up with innovative solutions which meet the needs of its partners and the expectations of donors. It relies on in-house teams which have in-depth knowledge of the regional and local context and an extensive network of partners. Its cross-cutting expertise allows it to design and implement development projects covering several thematic areas at the same time. The aim is to provide a sustainable response, tailored to the needs of populations.

Providing innovative and sustainable solutions
Expertise France’s action combines project engineering, technical assistance, direct assistance to populations, the provision of equipment, and the supervision of infrastructure projects.

The agency also develops a range of integrated services through which it acts as a representative of partner countries. In addition, it can co-contract with companies for activities to supply goods or services, combining public expertise and private sector know-how.

Mobilising the best know-how
Expertise France mobilises the best know-how for each project, thanks to a pool of over 10,000 experts from France’s civil service and the main public policy actors from the North and South.

It also mobilises private expertise, in accordance with the values of the French civil service, and experts from beneficiary countries or other regions in the South. The aim is to work efficiently and share and exchange development solutions.
