Société de Gestion du Port Autonome de Toamasina (SPAT) - Toamasina - Madagascar

The Société du Port à Gestion Autonome de Toamasina (SPAT) is the authority in charge of the management and operation of the Port of Toamasina. Following the institutional reform initiated by the Malagasy government, the commercial ports including that of Toamasina are endowed with administrative and financial autonomy. The State is thus withdrawing from industrial and commercial activities in the ports and delegating them to private companies.
SPAT is the first and only state representative in the port sector. It is responsible for assigning to private law companies under concession, permission and authorization of temporary occupation of the port area. In Toamasina, the first step in the state’s disengagement concerns the management of the container terminal at the port of Toamasina.
