MINEC was established by Decree 2/94 through the merger of the former MINES and MICOOP. It is the central body coordinating Mozambique’s foreign and international cooperation policy. MINES, created in 1975, aimed to foster friendly relations based on constitutional principles, with revised functions in 1983. MICOOP, founded in 1986 and restructured in 1989, was tasked with implementing international cooperation policies. The merger addressed evolving international dynamics, ensuring greater institutional cohesion and effectiveness in Mozambique’s foreign policy.
