Ministry of Economy and Finance (MEF) - Maputo - Mozambique

The Ministry of Economy and Finance (Ministério da Economia e Finanças, MEF) is the central government body responsible for formulating and implementing Mozambique’s fiscal and economic policies. Its mission is to promote macroeconomic stability, sustainable development, and efficient public financial management. The MEF oversees national budgeting, public investment, debt management, and the mobilization of domestic and international financial resources. It also plays a key role in coordinating economic planning and aligning fiscal strategies with the country’s development goals.

Headquartered at Avenida 10 de Novembro, Praça da Marinha, Nº 929 in Maputo, the MEF is currently led by Minister Ernesto Max Elias Tonela, who was appointed in 2022. The ministry works closely with other government institutions, including the Ministry of Planning and Development, and international partners to ensure transparency, accountability, and effective use of public funds. It also supports initiatives like climate finance through the Gabinete do Financiamento Climático (GFC), which integrates environmental considerations into national planning and budgeting.
